PDF decryption involves using the correct password to derive the document decryption key, decrypting the encrypted content streams, and writing a new PDF without the encryption dictionary. The output is functionally identical to the original document but with all restriction flags cleared and no password requirement on opening.
There are two distinct scenarios: removing a user password (which was required to open the file) and removing/bypassing an owner password (which restricted operations like printing and copying). Decryption of a user-password-protected PDF requires knowing that password — it's a genuine access control. An owner password restricts what you can do once you've opened the file, but some PDF viewers and processing tools will enforce these permissions while others do not.
